Yes, anyone, anywhere can create a page on iDonate.ie at https://www.idonate.ie/createfundraiser.php

Please note all payments will be taken in the base currency of the Cause you're raising funds for.
IE: if the Cause is in Ireland, all donations will be processed in Euro. If the Cause is in the UK, all donations will be processed in Sterling.
